I can't believe she's 16. Hopefully she develops more in her twenties.

Some people develope later than others.

It's not your body, so literally speaking, it's not your business or right to comment on Ciara's body. It's normal to see people of all different heights, shapes, and weight. You would do well to remind yourself of that every once in a while.

Stupid topic. Yes she is not as developed as other teens buts she doesn't look like an 8 year old. Its obvious all you wanted to do was disrespect ciara. Idiot.

Just because they're not very big doesn't mean she hasn't finished developing. A lot of grown women have small breasts, ESPECIALLY thin/skinny women. Although she she IS only 16 so...
