Only a few were superheroe themed, Riki wasn't, several aliens and master chiefs etc also were in the line up.
Reasons, had another commitment, or got too sick to participate. It's also possible he helps staff something at the convention.
According to his facebook page it was a scheduling conflict.

Darn, I really like Jesse, he's always trying to better himself and always gives credit to people who did better than he did. I don't remember a time he gave excuses as to why he didn't win.
