Why didn't John Wicl kill him right then and there?

When Wick is in the Continental fighting he aims his gun at that spoiled Russian kid that killed his dog, but doesn't fire. Why? He had enough bullets. What reason did he have to hesitate and shoot the guy he was holding down at the time allowing the spoiled, Russian, dog killer to get away?
