New England's offer to Ricky

Am I confused? Did they say 1.5 million? Per year? I know New England likes to not overpay its people unless their name is Tom Brady or Rob Gronkowski, but even still, that's nothin. Or was it because they wanted him to take it for the chance at a Championship? Or am I just misunderstanding?
