He may be of as much Spanish-European descent as Jerry Garcia was.

To my knowledge they've never specified his nationality, nor any of the family. So maybe he is, but it is not known. His last name is Sanchez, but for all we know it could be an alias, perhaps one of many. He's always referred to himself as being from Earth Dimension C-137. Nothing more.

His last name is Sanchez, so yes.

Not all people with the last name Sanchez are Mexican. He could be any type of Latino, or it could be an alias or he could have been adopted.
