I was kinda expecting to see a zombified Hitler in this movie.

No, that explains why they didn't resurrect the RUSSIAN leader. I'm talking about Hitler, the German leader.
Hitler wasn't among the zombie troupe that was in the movie. He committed suicide elsewhere and was not needed here. Herzog was evil enough.
