Ghost Towns in China

What's the point? What are they planning?

California City was constructed in the 50's though and without houses. Building a city without anyone to fill it is unheard of in the west in modern times. Plus China is building massive highrises in these cities, continuing to do so without anyone that can even afford to live in them.
I wondered whether they want to make their GDP or its equivalent to appear stronger than it is since building structures alone boosts these numbers unlike here in USA where building and buying indicates our financial strength or weakness.

Economic growth is measured amongst others by construction sites completed. The more completed, the "better" economy. On the other hand it does create lots of jobs anyway and this type is very cheap and construction company have a lot of cash + very likely subsidised by the government. It happens everywhere in China, not only the city which was shown in Vice, though that was quite an extreme example as far as i know.
Maybe Vice can next time do an item on how local government authorities show off on the government buildings they order. Absolutely ridiculous how much money is spend on that.

Well certainly if they lifted the one child policy those cities could be filled in two, three decades easy. I'm not sure if they ever plan on that or they're just fluffing their economy, but the thought ran through my mind multiple times during that episode.

It allows them to say their economy is growing, but really they are just propping it up.
