Why Stew Cobbler?(spoilers)

I've always found it a little odd that they went out of their way to involve a lot of characters from the show in the murder, going so far as to recast some, but then have the actual killer as a new character. The Sean Friedrich character from the show is involved peripherally in the plot, revealles to be having an sleeping with, and doing drugs with, Carrie but is oddly never a suspect. I've always wondered if the writers originally planned more for him.

My belief was that they wanted the audience to think he was the killer. So Veronica can't suspect him, because she never suspects the real culprit until the end when she figures out who it is. So by her not going after him as the suspect, they wanted the viewers to continue thinking it WAS him. If she went after him, then the audience would know it couldn't be him, because it would be too easy or too obvious. But by her not going after him, we suspected him more and expected it to turn out to be him in the end.
