Who was the fellow shot in the vehicle towards the end? Does he appear at any other time in the movie? Was he the person that Hemingway was running guns with? I must've missed something.

Yes, that character, named Lucas, was at the party earlier in the film and had been through a government checkpoint in a previous scene. I believe Lucas was supposed to be a Spanish Civil War veteran whom Hemingway, er, Papa, knew from back then.
