Do you have to have watched the Marble Hornets web series to see this and understand it? Or can you watch it on its own?

You don't need to watch the web series at all. Beyond the character of The Operator (a.k.a. SlenderMan) himself, the ONLY nod to the web series you'll see in this film is a brief "missing persons" poster on a gas pump, listing one of the main characters from the web series as being missing.
