Who told the makers of this show that Phoebe's superhero costume was too sexy and made them add that dumb skirt and glue her hair down so it always covers her you-know-whats?

I think the skirt looks better than the older uniform.

Hank and Billy's black trunks over their uniform looks bad in fact Billy's black trunks look like a deranged monkey put it on him.

One of Bree's costumes in Lab Rats season 1 or 2 was way too showing.

Since you said this, it became so obvious to me while watching the episode where they played mini golf. They had most of her hair laying on the front of her shoulders and when she would turn around you saw just one, lonely, ratty piece of hair going down her back. It looked kind of ridiculous.
