It loked to me like he'd put on weight and was hiding his face with it. But you're right, I don't think it would have been allowed - when I joined in the Seventies they were only just allowing it and a lot of bosses still frowned on it. It didn't affect me - my bumfluff was acceptable.

Dress code. Same reason their boots had to shine, their brass had to be polished, and their collars had to be clean. It is a mater of professionalism and respect of the uniform. There are still restriction on hair length and facial hair in most police departments for uniformed officers.

Also if they had to wear gas masks, beards would get in the way.

Do you mean Det Burns' beard? I thought that perhaps because his crazy wife was recovering from her suicide attempt that he had been off duty for a while and so could grow a beard.

I sort of like that it seems they had people gain weight for their roles. Both Gina and Jack were at a weight that seemed appropriate for the times. Just a little extra male heft and a rounder female figure. Wish we had seen more fashions of the times.
