I remember that episode well, I teared up during this scene.

I've always thought that speech was William Hartnell's best of his time as The Doctor. A en emotional goodbye to a character that was the Doctor's granddaughter, but perhaps also to Carole Ann Ford herself, who he was sad to see go.
