They should build bunkers with activist mindsets in mind

Calamity/Calliope/Callie and others of her ilk in S7E8 would want to fit more people in a bunker than is allowed due to finite resources. Should probably have a separate housing, a decompression isolation chamber type room where you can let people that don't want to stay, back outside so they don't have to come back. Always the crazies or 'activists' that want to be holier than thou to try to save everyone let alone the off chance a larger group is waiting outside to storm right in.
