It isn't illegal to marry your cousin. I don't know if it's illegal to marry your sibling, I'd have to check (but that's just gross).

As for the statutory rape, these girls are all virgins before they get married. You are allowed to get married under the age of 18 with your parents permission. If you are 16 and legally married, it's not considered statutory rape.
