Character development

So I keep hearing that the devil isn't changing from good to bad, and that he was good all of a sudden. It seems to me that he was always good in this animé and emi was on the bad side without knowing it. That's how the characters are supposed to progress by Emi and Susana finding that out.

Have you watched the entire first season yet? It's a complex issue. Also, the anime series is different from the manga (which I haven't read but a friend of mine researched it and told me some things about it).

Yeah, I have seen the whole season. Just not the manga. It's just weird that the people in her world are always seeming like the bad guys. Yet Mao has never seemed that way.

The church of Ente Isla is like a reflection of the way it was in Europe centuries past. The church had so much power and allowed so much authority it essentially was its own government and anyone that was against it, for whatever reason, was a threat to it and subject to elimination.
I suppose that Maou's continued existence outside of their justice is seen as a bad mark against the church's authority and control. It also denies the church the prestige that comes from being able to say "We killed the devil and the authority granted to us is validated by our ability to protect the people." (I'm not the best with words but I think I'm getting my point across.) After what King Satan did neither the church nor Heaven (I'm assuming) will stand for the self-imposed exile of the Devil and his remaining lieutenants and should a second season be made we're likely to see an escalation of the attempts to kill Maou and possibly some type of either punishment or retribution for Emilia's abandonment of the church and her unwillingness to kill the Devil that is responsible for so much death and suffering.
As for Maou himself the beginning of his change can be found in the first episode. When he and Ashiya are walking the streets of Tokyo with nearly no magic they are forced to "follow the rules" of the world in order to survive without drawing attention to themselves so they aren't either thrown in jail or are found and killed by anyone from Ente Isla that might come looking for them. King Satan had never lived as a commoner and didn't know just what humans were like or how they lived. He knew his own power and authority and didn't understand the value of hard work, friends or family. I think it's also safe to say he never saw himself as doing evil and has since learned that what he had done back in Ente Isla was wrong. He is trying to be a better person but his past is going to follow him until he is dead.

I really hope there's a second season because there's so much more of their story left to tell.
