They should have incorporated some sort of dispersal system regarding the antivirus, seems silly one tiny canister will be able to de-infect the entire world just by the wind carrying around strains of it. The antivirus would degrade the moment it left Raccoon City crater.

They rellying on the wind to spred the antivirus,but it's take time until the infection is neutralized
