Washington DC Abandoned?

The previous film ended with the White House surrounded by thousands of creatures and Umbrella trying to stop them. Yet at the start of this film the city is deserted and Alice is alone and desperate to find water to drink and she is spooked by a zombie that jumps out of the water which is 'for some reason' chained up.

1. What happened to her friends, the hoards of zombies around the building, and the Umbrella forces? Did they all just wipe each other out?

2. How much time has passed since the previous film?

3. Why was that zombie chained up like a zoo animal?

I think it was pretty obvious that the city fell and there were no survivors left. D.C. was the last stand of humanity. The remaining survivors in this film were either puppets of Umbrella corp or part of the doomed "Rebellion" group.

The might of Elrond is in wisdom not in weapons, it is said.

I don't think the zombie was chained up. I thought it looked like barbed wire, like it just got caught in it as it was struggling with Alice/when it jumped out of the water.

Though I could be wrong. The whole scene flashes by so quickly it's hard to tell.

Paul just simply ignored the White House battle. Maybe Wesker abducted Jill/Leon and Ada, leaving Alice to defend the WH by herself. There's no sign of any battle other than a deserted rubble down WH. It's just stupid how Paul didn't care to address the opening sequence.

I read it was 2 weeks.

That zombie was just thrown in there to give us a jump scare. Do you really think Paul has an explanation for that? "Let's put a chain on its ankle, it'll look cool!"

C'mon. This is Paul. The one who realized Retribution's scene with Ada shooting down Umbrella workers from the opposite side of the glass and yet the blood is on the other side. He said while editing, "It looks cool, so we'll just leave it in."

Paul don't care about consistencies, he just wants things to look cool with his hot wife in leather.
