Language Question

I understand that 2 versions were filmed, one in English,apparently the first one,and then one in Welsh. Does that mean the actors, particularly the recurring actors, are all bi-lingual? I have only access to the Netflix English version but do the same actors play the same parts in the Welsh version and speak Welsh presumably without an accent? Any help would be appreciated.
