Probably sounds like I'm splitting hairs but vigilantes go out killing/attacking muggers, pimps, drug dealers and gangsters etc as they randomly cross their path. That's how they justify their actions, by claiming they're restoring a sense of justice in society. So for example, Batman is a vigilante.

What Danny Dyer's character is doing hunting down the people who wronged him/his family for his own personal revenge. So even though he bangs on about doing this for the good of the community, he's purely acting out of guilt (for not protecting his family).

Dead Man's Shoes is a brilliant film which gets to the heart of a revenger's guilt.

After killing Warren, he tells Griff something like "it's not revenge, it's a necessity", which came after a small diatribe about the state of the nation and how thugs get away with murder.

Vickers doesn't explicitly say any of what you quoted, but I felt like he implied it to a degree
