Ymir? She's been sidelined since the Clash of the Titans arc. However, her development up to that point was quite extensive. Armin and Jean receive considerably less development during the Uprising arc despite being present throughout its entirety.
Both Historia (Krista) and Eren receive an exponential amount of development during the Uprising arc, with the scales tipping a bit more towards Historia who becomes an entirely different character. Mikasa and Levi get more development as well, but nowhere near extent that Eren and Historia do.
