This was one of the clunky story lines in the film -- Norman thought he had inadvertently taken out a hit on Carol when he made some statements to his auto rickshaw driver near the beginning of the film.

It's been sometime since I've seen that scene, but he said something along the lines of "I wish someone would take care of this problem" concerning Carol, and it was hinted that the driver took some meaning from that, and subsequently was trying to kill Carol.

And Norman gave the tuktuk driver also a good tip. This was probably unwanted because he was a bit drunk. The driver could have taken that as payment for the "hit"
