Even though the country or kingdom of Germany didn't exist, they were called German tribes or territories (in Dutch it's called more like the Germans themselves called it -> Duitsers). Munster and Cologne were both 'German' territories within the Holy Roman Empire, so they were attacked by Germans, not Germany. I can't remember it is ever mentioned in the movie that the Netherlands (also under a different name back then) is attacked by Germany.
