Ryan was supposed to continue working with Joe's on the network project. Joe probably prepared the workplace for the new project in secret, and was about to give Ryan the building's key, in the same way that he gave Gordon the keys to the other building with the mainframe.

After Ryan told him what he had done, Joe no longer wanted Ryan working with him, so he put the key to the building back in his pocket.
