In my opinion it was just the band aid tape put on so many errors done in the first 2 of the trilogy.

People complained that Rey was a mary sue? fixed.
People complained that Leia had jedi powers out of nowhere? fixed.
People complained about Rose as the diversity hire? Put on hold and brought a more sympathetic character, the black ex storm trooper.
People complained Han and Luke being irrelevant? they tried to fix.
People complained about Rey being a no one? Fixed.

And that was exactly the problem: they just fixed stupid decisions made in the first 2 that they could not focus on the actual story.
