It seems his characterization was largely sabotaged in TFA so as not to take any shine away from Ma'Rey. This trend continued in TLJ as he gets sidelined with an irrelevant sideplot that has zero effect on the main story. I do wonder what pointless "busy work" J.J. will saddle him with in the third film or if he'll just return to role of bumbling sidekick to Rey or Poe
