THE Obvious Title Question...

Who is the title referring to? Seems to me like it would be Luke, who we know IS currently the "last Jedi" surviving, this would of course indicate that Rey is not a Jedi (yet).

Luke. He is also referred to as "the last Jedi" in TFA.

Luke, since Rey technically isn't a Jedi.

Exactly. Could refer to both Luke and Rey, and possibly Kylo if he returns to the light side.
