Dirtbags run amuck under the city 1/10 (spoilers?)

The characters in this are all rubbish. This ex cop guy is a bloody joke. The young cop is another joke. The lowlife scum in the underground area are mindless pack animals. Then there is the token black cop who of course is in charge. Why does he have a beard if he's a uniformed officer? The only redeeming character is the documentarian and why the hell is she bothering in the first place?
