I no and it's annoying. The IRS should get involved. *beep* of them going in my trash in the middle of the night.
Please, if anything, they provide a service. Why complain about it?
Here in suburbia, the city gets money for those cans, which helps fund city services to residents. So people taking them out of our recycling bins are not providing a service but are stealing from our community.
