Did Ed Harris set up Pena as bait for the shooter? If so then thats kind of not nice and he might not have been able to stop the shooter in time! BUT likley he just happened to see the green 4x4 and looked for the shooter and found him.
Good small simple but powerful movie.
i don't think he set it up - too much risk involved because the shooter could have been anywhere on the land. i think it was just very good luck that Roy happened to catch him at that moment.

If you think Roy would have done such a thing then you completely misunderstood his character. The answer is no, he didn't set him up for the shooter, he just happened to be there at the right place at the right time.
