I don't know why but, from the descriptions she gives of her brother, I have a feeling that Cat's brother is Jerry Trainor's character from Drake & Josh, Crazy Steve.

That's an interesting theory, but it doesn't make any sense. Crazy Steve is Jerry Trainor and Jerry Trainor was Spencer in the iCarly universe. That's a huge plot hole right there.
sharenot to mention this new episode, #SuperPsycho, pretty much crushed that theory. when sam and cat were at the asylum to visit nevel, crazy steve was in one of the cages. There was no recognition between cat and steve.
as for the double role, its nothing special. all danwap shows have had actors with two or more roles. case in point, victoria justice had a role on victorious, icarly, and zoey 1o1. all three shows show the same universe.
I don't know, it would just seem really weird. I like how in iParty With Victorious, Sam said that Tori looks like Shelby Marx. But I don't think they can pull this off.
What makes even less sense is that in the Victorious episode "Who Did It To Trina?," they acknowledged Drake & Josh as a show. I don't know, Dan's never made this situation work.
not to mention, drake and josh was on the tv guide that sam was using while looking for a show on tv in one of the earlier episodes if not the pilot.
the characters do exist in the same universe. helen of drake and josh is the new principal at Hollywood Arts. I think Dan just picks and chooses what he wants to do. while the characters do co-exist, but the drake and josh tv show has been seen in victorious and sam and cat as tv shows that everyone watches.
Cat's real brother was on Big Brother a couple years ago. He had pink hair
sharewell it looks like you're feelings were wrong. on the new episode tonight, Sam and Cat visit Neville in a "hospital" Crazy Steve just happens to be locked up next to Neville's cell. It he had been her brother she would have said something.
shareThis kinda makes me think of the Drake & Josh/iCarly theory; Crazy Steve kills Drake and Josh, kidnaps Megan, moves them out to Seattle, and they assume new identities as Spencer and Carly Shay.
shareIt can't be Crazy Steve. First of all, the universes aren't the same. While Zoey 101, iCarly, and Victorious (thereby Sam & Cat) all take place in the same universe, Drake & Josh is a tv show in that universe. This was stated by Tori in an episode and Carly was watching it in another. The "actress" that played Helen, however, seems to have the same persona and name as her character from Drake & Josh (as seen when she becomes the new principal at Tori's school), and its implied that the "actor" that played Crazy Steve really was crazy and was sent to a mental asylum in the Sam & Cat special where Nora escapes.
