From the description of that book, it sounds similar. However, we do not know if the producers of Murder of a Cat secured permission or even bought the rights to Curious Incident of the Dog in the Nighttime.
Plagiarism does sound better than RIP-OFF!!! though. :) I think pretty much everything we see on TV or the big screen is a re-write of something that existed before.
