Can we talk about the guy who shot Rick's father?

I mean, sure Rick's dad was a dick and deserved it but the guy straight up murdered Rick's father (can't remember their names) and apparently nothing came of it. The weird looking HVF guy saw the whole thing so there was an eye witness. Where do they live that you can kill your neighbor and not go to prison for it?
