There was a second season?
I've never seen a miniseries that has had more than one season? Unless it was an anthology. And this was no anthology.

It was originally a miniseries that got extended to a full series. Imdb is really bad about this stuff. If you look, it still lists this show as an "upcoming project" for all the actors involved.

but, surely, they wanted a second season? there's an awful lot of plot devices introduced throughout the first season to fill out the second! I don't think of it as much as a mini-series (s1), but a few pilot episodes that were testing the waters... a mini-prequel to the real season one (which is season 2! lol).

Season 1 stands on its own.
Many movies leave open questions. I can't see your point.

The distinction between a miniseries and a series is practically non-existent to the point that I don't know why the term even exists.

I mean, 6 episodes is a pretty standard order in the UK. Many British shows run for multiple 6-episode series, yet that's considered a miniseries in US terms.

Had the first three episodes been intended as a completely stand-alone work, then I think it might be fair enough to call the thing a miniseries, but they obviously always intended to produce more episodes if it was popular enough, so I completely agree.
