In the US if an office had CCTV spying on employees, that would be a scandal. Unless the guy had put up his own security cams in his own office. And he didn't seem like the sort of person who realizes the dangers around him.
Also Steven didn't seem to take much pains in covering his tracks in general. When he killed Roger, he didn't even try to make it look like an OD, which would be completely believable. But I guess he tried that the first time when he peed on him (and is it going to look like an accidental OD if the cops find him covered with pee?), but Roger apparently really was a bear.
And when he framed the cop and coerced him into chopping up Rebecca and disposing of her, and then told him to *beep* OFF, that cop would possibly have rolled over with the whole thing -- admit he had a lot of evidence for Roger's murder, that Steven killed Rebecca and made a blackmail tape. IMO if the cop blabbed the whole thing, he would go down but take Steven with him. If he just goes back to his old life with the cop-job and the wife and kids, with this blackmail tape always hanging over him ... and he ought to suspect that Steven isn't done with him. Steven will expect favors from the cop for all eternity. That's my opinion.
