Why is this considered a spinoff?

Because there aren't enough white people? lol

To me it was just another paranormal activity movie, there was nothing about it that felt like a spinoff.

The first film focuses on a demon haunting Katie in her home.
The second is a prequel focusing on Katies sister Kristi and her new born son and shows us how the demon came to haunt Katie in the first film.

The third film is another prequel focusing on the two sisters when they were young and how the demon has been following them for years.

The fourth film is a sequel to the first film set five years after and shows us where Katie is after she was finally possessed by the demon and where Kristis son is after he was kidnapped by Katie.

The spin off film focuses on a new set of characters, this film shows us what has been going on with Katies family and Kristis son Hunter has been happening elsewhere with other families and he not the only boy the demon wants. It's a spin off from the main story arc and characters.

It does feel like a the natural fifth film yes but it just doesn't follow past films so it's considered a spin off.

You are forgetting about the japanese version.
It is listed as part of the "official" sequels, but it should be a "spin off" then.
It is way less related with the official films than this one!

Please excuse my terrible redaction, english is not my native language.

Tokyo Night is not part of the series.

This isn’t a spin-off, it is just filler between installments. They may have been contractually required to release a movie each year, but did not have a script ready, so they threw this together and tried to loosely tie it in with the rest of the franchise.
