That guy in the wraparound segment who killed himself, he said he wanted to make his own tape...anyone else thinks that would be a pretty boring story if it was a segment in one of these movies?

It's just one guy explaining how he thinks the tapes work and kills himself. Plus, he did it intentionally. In all the other stories the protagonists were attacked by something and they weren't planning to kill themselves/or make a video tape like that intentionally. They're not even aware of them existing.

Ehh, it's still a boring story. He explains that stuff, kills himself, those two are looking at the tapes and then he kills them at the end.
