Some questions about potential story alteration due to actors denying reprise.

Both Freddie Thorne and Shelby's father appeared in the first season. They both died off camera. Freddie sometime between the events of season 1 and 2, and their father sometime in season 3. I find that really odd given how central the former were to the plot of the first season, and how it seemed like they were leading up to their father re appearing in a later season (maybe a sort of redemption arc?), but no. I have to assume this had to do with the actors denying to reprise their roles, but are there any information to suggest this? I know for example that the reason Tommy's love interest of season 2 did not appear in season 3 was because the actress was pregnant.

It is what it is. That's what happens when a show only has ten eps every year or sometimes a year and a half hiatus. Actors sometimes chose to move to other projects...

Weird, maybe they weren't offered the money they wanted to return, because I doubt they had much better projects to work on.

Peaky Blinders S2 was filmed early 2014. Immediately after S2:6 aired, Colm McCarthy who directed that particular series confirmed on twitter that he knew at the time of filming S2 that Grace would be Tommy’s bride in S3. This is the reason why they selected the Artic Monkeys “Do I Wanna Know” as the track that plays when Tommy announces that he’s “planning on getting married”. Charlotte Riley’s pregnancy being the reason it wasn’t May is an urban myth created by Riley fans.

Iddo Goldberg (Freddie) didn’t return for S2 as he had signed in to work on Salem together with his wife.

I suspect that Shelby Snr was never meant to be a series regular. It’s not uncommon for UK actors to do a guest spot on BBC dramas.
