That's all explained in the book.. which is far, far, far superior to the movie adaptation.. which falls desperately short on many key points, dramatically changes the plot and many of the characters' personalities to boot.

Basically the chamber was used for integrity tests of critical systems for nuclear power plants, that the antagonists father had developed. Valves, specifically. The father ran a business from the farm, thus that's where the equipment was. Once he died, the company died with him, and his family was left to suffer ever since.

There's also a brother in the book, but he's never seen in the film (not that I noticed anyway). Further the mother is more active in the torment of the victim, as in, directly involved and responsible for most of what happens to her.

In the film it is briefly mentioned that the navy ran compression tests at the farm.🐭
