One thing that bothers me... the cops could have done something

One thing that bothered my about the movie was that Aaron gave up on getting the cops to help him. Josef had sent him a knife and threatening videos. It seems like they could have done something to track down Josef or at least kept an eye on him or documented the threats in some way.

I'm not a cop or anything though.
