The Chilean answer to Happy-Go-Lucky?
I am sure HGL has a bit of influence on this film. I don't like HGL but absolutely love Gloria so I think that's an upgrade as well

Close, maybe. I remember that Sally Hawkins played a somewhat younger person in Happy-Go-Lucky. That might be one key difference. In her age group, dating and mingling was still possible without looking desperate. But in Gloria's, there were so many geriatrics with seemingly (just by looking at them) all sorts of health problems. Beyond that, they both had the plucky personality and devil-may-care disposition.
