Why haven't it been disqualified for the Oscars?

Iran has submitted Le Passé for best foreign language movie award and I don't get it that the Academy found it eligible. It is a completely French production made by predominantly French crew and paid with French money. The only Iranian elements are director/screenwriter, cameraman and two actors. The Iranians just submitted a movie they have no credit for!

The academy rule says if the key-crew (director/writer) are from a country, their country can submit it as it's own entry, that's why last year's Amour won the best foreign Oscar for Austria instead of France.
