Cold Justice...without the justice part

So I just watched episode 2 to start with on Netflix and it ends with no resolution to the cold case or much progress at all. How many episodes are like this? I can appreciate a show like Forensic Files because they at least pick the cases where the killer gets justice. This was like masturbation without the payoff.

Are they all like this or do the majority end in convictions?
