I think 12 is the norm and was to be the series finale if it didn't get renewed. And when it was picked up they added the 13th.

Every season is 13 episodes. It was also renewed at the end of July, all the episodes had been filmed already.

Season 1 was only 10 episodes.

And now Season 4 and 5 are 10 each - shot back-to-back and split over two seasons like BREAKING BAD and MAD MEN did.
