How did Jim end up in America?

I mean his parents still live in Australia but we know from the 'Reunion' episode that he went to high school in L.A. So how did that happen? Did they ever explain why he lived in America in his high school years?

They mentioned it was part of a foreign exchange program, iirc.

Hmm, that's what I figured but the only weird thing is that foreign exchange students usually go back home at some point. I guess he decided to stay? I don't know. Thanks for the answer though.
