If the girl was another of Van Damme's goons, all she had to do was calling for Henry.
Then, she could pretend to be a lady in danger and she would simply keep him busy until Xander could find them...
Or better yet, why didn't she kill Henry during their first scene together?

Because they needed Henry since he was a diver. That's why she insisted on diner that night. When he would arrive he would be facing Van Damme's crew and forced to retrieve the drugs.

They did it. Van Damme even asked one of his guys, if he was ready to dive. Then, it seems he was shot by the black guy.
With their diver killed, Van Damme wanted to get Henry to do the job, replacing the other guy.
So no, they didn't even know they would need Henry as a diver, during the beginning of the movie. I assume the woman was just studying the island, knowing about Henry's routine and eventually trying to get him out of the island, so the place would be safe and without security at the moment that Xander and his goons would be getting the drugs...

Xander's first guy down, Edo.(Ito sp?) was the diver for his team. Seems like they should have been wearing.Kevlar. Kayla was.the distraction for Henry.

I could be wrong, but originally the idea was for him to go on the date and be off the island. They had no reason to try and kill him. They just needed him to not be in the way. If the black guy hadnt come, he wouldve went on the date and they wouldve gotten the drugs and been gone with no problem. After their own diver was killed, they needed Henry to do the diving for them, so they brought her to use as bait.
