First, you can hear explosions and gunshots from a long distance, especially if the area itself is quiet.
Second, the fact that there is other policeman in the area, prove the Park Ranger exaggerate, or, and this what I believe he really meant, no one is in nearby area of the island. And this is why, he didn't said anything about Kayla, because she is far from two of them, in the other side of the island,
Although, I am agree that policeman heard the bomb or/and shooting, are more likely than noise complaint from the few people who staying in the island.
