I'm watching through the show for the first time and just finished season one. Am I supposed to assume that Briggs gave up the Odin Rossi persona and the heroine dealing?

Yes he did give up the persona and he came clean with the house about it apparently by season 3

Briggs had a heroine problem because of that persona. The first time Mike goes after Briggs he eats his words when he sees where Briggs goes with the dufflebag...
