is he senile?

Akin to George W he has a real problem communicating and more telling is his failure to articulate or defend any policies he took.
His only defense seems to be variations on "sh!t happens".

The finale of the movie is quite appropriate as well:

Q: Why are you talking to me?
A: That is a vicious question.... I'd be darned if I know.

It seems a fitting epitaph to the choices he made in his career.

Parkinson's manifests in shaking and usually signs of it become evident at an earlier age.

Ok granted. However, that still has no bearing on the behavior of Rumsfeld. My point is he is totally divorced from the reality of what he has done. This is psychopathic behavior. Secondly he is inarticulate. Parkinson's manifests in the folllowing in terms of speech:

. Voice and Speech Differences
If you have ever been around a Parkinson’s patient, after a few months or years of the ailment settling in, they tend to speak in a softer tone. Some also have challenges enunciating words as well. You usually need to lean in to hear the patient properly when they speak.

I think it's just psychopathic behavior that's all.
The detached air which you noted is very indicative of that.
Psychopaths do not even recognize the consequences of their actions. They are cool about murder, pain etc inflicted on others.
