00 = Ability to kill freely

The number after that is the agent that becomes 00 in that order. Bond was the 7th agent that got that privilege. There are 12 known 00 agents (books and movies).

Actually it has been established that different agents can take on the same 00 code names. Example, Bill Fairbanks was 002 but was shot by Scarimanga then in the Living Daylights we have another 002 parachuting with Bond into Gibraltar

They could be the same 002. Many different supporting characters have been portrayed by different actors who might even be different races from each other (Leiter, Moneypenny, etc.). I don't see any precedent for 00 numbers being transferred between agents, and there are very legitimate reasons why the secret service wouldn't do that; it seems like a security issue and it's confusing.

Your social security number doesn't transfer to a newborn when you die, so I'm not really sure why it would make sense that the secret service would transfer highly confidential IDs to new agents. It really makes no sense, and it's either a huge oversight on the part of the writers, or this is intentional and Bond won't exist as a character beyond this film (likely the case).

002, Bill Fairbanks was killed in Beruit by Scaramanga, and then is referenced in the Living Daylights and is killed in the beginning.

I'm not sure how the producers planned on handling this, but I sort have always felt there were only a finite number of 00 spots and if an agent dies or retires, they get their 00 codename handed to another agent. However Bond has retired or quite or been MIA in several Bond movies and was still 007 when he came back. So I don't know. Continuity has never been important in Bond movies, but this one is a weird one.

We're talking about a character that was on screen for only a few minutes in total between two films. Nobody is going to notice or care about that. Didn't Quarrel also come back from the dead in LALD? Maybe they should have paid more attention and had the agent in TLD be a different 00, but it really doesn't matter, and this is grasping at straws to try and justify the 'new' 007.

Think of double 0 numbers as titles just like M and Q, Judi Dench’s M is clearly not the same character as Robert Browns M because one is male and the other is female , much like how Ralph Fiennes M is different from Judi Dench and John Cleese’s Q is different from Desmond Llewelyn’s Q. In the case of Ralph Fiennes character Gareth Mallory is his real name and M is his code name, in the case of Daniel Craig’s character 007 is his code name and James Bond is his real name

Do you really think Barbara Broccoli, Daniel Craig, Cary Fukanaga, Phoebe Waller-Bridge, Purvis and Wade, and the other band of idiots actually know how many 00 agents there are? Most of them have probably not even seen all 24 movies or ever read an Ian Fleming book.
